The El Gouna Film Festival (GFF) has officially launched “Safe Harbour MENA,” a groundbreaking initiative designed to support emerging filmmakers displaced within the Middle East.
Developed in partnership with the International Film Festival Rotterdam (IFFR) and the International Emerging Film Talent Fund (IEFTF), the program provides a critical lifeline for creators affected by forced migration.
By offering a dedicated platform for at-risk talents, the initiative ensures that vital stories from marginalized communities continue to be told, bridging the gap between displaced storytellers and the global film industry.
Expanding the Safe Harbour Vision
Safe Harbour MENA represents the first regional implementation of IFFR’s original Safe Harbour program.
The global initiative was initially launched by Rotterdam’s CineMart to support emerging filmmakers who face limited access to professional networks and funding due to displacement or statelessness.
By bringing this framework to the Middle East, GFF is directly addressing the unique challenges faced by regional creators who have been forced to leave their homes. The expansion highlights a growing international consensus on the need to protect vulnerable voices in cinema.
Empowering Creators at CineGouna
The core of the initiative focuses on practical, career-building support.
As part of the program, four selected displaced filmmakers will be brought to El Gouna to participate in a comprehensive development track.
The participants will benefit from a structured program that includes:
- Tailored Mentorship: Online and in-person guidance from experienced industry professionals.
- Project Pitching: Opportunities to present their projects to industry delegates attending the CineGouna market.
- Networking: Direct access to producers, funds, and potential co-production partners.
These resources are designed to prepare and strengthen the filmmakers’ project materials, ensuring they are fully equipped for international market participation.
Bridging the Gap for At-Risk Talents
Filmmakers operating in exile often struggle to maintain their professional momentum.
Without the backing of national film institutes or stable infrastructure, displaced creators find it incredibly difficult to secure the funding necessary to develop their scripts and produce their films.
The Safe Harbour initiative bypasses these geographical and institutional barriers, offering a direct pipeline to international funding and production support. By connecting these filmmakers directly with global industry decision-makers, the program provides the stability needed to bring their projects to life.
Championing Cinema for Humanity
The launch of Safe Harbour MENA aligns seamlessly with GFF’s ongoing “Cinema for Humanity” program, which has consistently championed films that explore pressing social and humanitarian issues.
In addition to the mentorship track, the festival will host the MENA premiere of the first films supported by the Displacement Film Fund.
This dual approach of supporting projects in development while showcasing completed works reinforces the festival’s commitment to human rights. As the regional film industry continues to evolve, initiatives like Safe Harbour prove that major cultural events can play a proactive role in protecting the future of global storytelling.
