Egypt Updates Cosmetics Factory Licensing with New ISO Standards

Egypt’s Ministry of Industry has introduced new licensing regulations for cosmetics factories, aligning local manufacturing requirements with ISO 22716, the internationally recognized standard for Good Manufacturing Practices (GMP) in the cosmetics industry.

The updated framework is designed to strengthen manufacturing quality, improve product safety, and help Egyptian cosmetics producers meet global standards required for international markets. Officials stated that the move forms part of wider efforts to modernize industrial oversight and raise competitiveness across Egypt’s manufacturing sector.

Under the new regulations, cosmetics manufacturers will be given a one-year transition period starting from April 16th, 2026, allowing factories time to adjust operations and comply with the revised technical and operational requirements.

According to the Ministry of Industry, the Industrial Development Authority will provide technical guidance and support to manufacturers throughout the transition process to help facilities implement the updated standards without disrupting production.

ISO 22716 is considered the global benchmark for cosmetics manufacturing and covers production processes, quality control, storage procedures, documentation systems, and operational safety measures designed to reduce contamination risks and improve product consistency.

Industry officials noted that adopting internationally recognized manufacturing standards could strengthen export opportunities for Egyptian cosmetics brands while improving consumer confidence in locally produced products.

The decision was issued following recommendations from the industrial licensing committee established under Egypt’s Industrial Licensing Facilitation Law, which includes technical experts and representatives from relevant regulatory authorities.

The move reflects Egypt’s broader strategy to modernize industrial sectors, improve quality standards, and support the growth of local manufacturing industries in regional and global markets.
